Qèqî-êèqî Ratê (/ˈqèqɪ/ /ɘˈèqɪ/ [single] [trial]) is a subtropical Large City located in the G̈îvrêhêsi Zone of the Engineer's Guild.
The name Qèqî-êèqî Ratê is derived from the Sylvin language, as Qèqî-êèqî Ratê was founded by Uirneth, who was culturaly Iron Elf.
Climate
Qèqî-êèqî Ratê has a yearly average temperature of 19°C (66°F), with its average temperature during the summer being a warm 30°C (86°F) and its average temperature during the winter being a cold 9°C (48°F). Qèqî-êèqî Ratê receives an average of 215 cm/y (84 in/y) of precipitation, most of which comes in the form of rain during the fall. Qèqî-êèqî Ratê covers an area of nearly 161 km2 (64 mi2), and an average elevation of 1188 m (3897 ft) above sea level.
Overview
Qèqî-êèqî Ratê was founded durring the early 14th century in winter of the year 1328, by Uirneth. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Uirneth.
Qèqî-êèqî Ratê was built using the conventions of Iron Elf durring the early 14th century. Naturaly, all settlmentss have their own look to them, and Qèqî-êèqî Ratê is no diffrent. The city's buildings feature waddle and daub construction with good timber frames and a stone foundation protected by thatched or shingled rooves. Most buildings with second floors are built in such a way as to overhang into the streets on the upper floors for more space, as building size seems to be the primary indicator of wealth within the community. Most buildings are not decorated with any integral features, but instead use ivy, flowers, and other natural elements in planters of on trellices to breathe life into the structure they grow upon.
Qèqî-êèqî Ratê is buildings are arranged within a network of premissive flagstone streets which form a rectangular grid, where each block verries in size given the proximity of the paralell streets forming each section. The ocasional smaller block has been used to construct a park, plaza, and other communal structures. The city resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Qèqî-êèqî Ratê's robustly designed timber walls are in an unremarkable state. To some, this is the ideal sate for defences to be in. In need of absoutly nothing, and ready to serve the city as needed.
Right off the bat Qèqî-êèqî Ratê hits you in the face with its success. Everyone, even the peasants, are dressed in well made clothing. Every tool and implement you can see is finely made, and people will boast to you as obvious strangers of the wonders which can be found in their markets. More interestingly is a total lack of beggars, and plenty of new buildings are going up even as you speak. Somehow this city has come into quite a lot of wealth, and recently from the looks of things. It’s easy to see where their wealth comes from the more you look arround. Every aspect of the city has been developed with care and great thought. The people themselves act deliberately and with care in even the simplest of daily actions.

Qèqî-êèqî Ratê possesses an older civil lighting system consisting of street lamps. In spite of the Galvanic Grid, these lights continue to use their old fule sources to provide nighttime illumination to all city streets.
Qèqî-êèqî Ratê has a first rate hospital which caters to anyone in need of long term medical care.
Qèqî-êèqî Ratê has a library, which keeps a large collection of books, scrolls, and archives all manner of physical items. While not open to the public, the librarians and scholars employed by the library will assist anyone with their research needs, and wealthy individuals can purchase membership to access the library's materials themselves. In spite of being generally closed to the public, the library has a room with several Aether Linked devices available to the public during business hours.
Qèqî-êèqî Ratê has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qèqî-êèqî Ratê's natural decorations nor waterways.
Qèqî-êèqî Ratê has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.
Qèqî-êèqî Ratê has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Qèqî-êèqî Ratê has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Qèqî-êèqî Ratê is home to a University which provides higher education in a variety of fields, and also serves as a research institute for those same fields.
Cultural Notes
Qèqî-êèqî Ratê's bank was built using a different architectural style from the rest of the town. The style used is admittedly strange and non-linear style rooted in defiance of symmetrical shapes. It championed the creation of buildings with a unique visual appearance. the structural norms of classic buildings and deforms or moves away from elementary architectural principles. By including non-linear designs processed into its buildings and favoring fragmentation, this style expressed a form of controlled chaos. Its buildings appear out-of-the-ordinary, draw the eye in immediately and sometimes create a feeling of strangeness. These distorted shapes and structure are not reserved to the building’s outer facade, they destabilize interior elements too, favoring minimalism and play on people’s perceptions by injecting a futuristic touch.
